To play as Akuma:

 For player one, at the "Player  Select" screen, press and hold L. Then
 move the cursor over the "?" box in the lower left corner.  Then enter
 the  following: Left, Left, Left, Down, Down, Down, then  press  X and
 Button Y simultaneously. Akuma should appear in the box. For player 2:
 Press and hold the top L  button and move the cursor on the "?" box in
 the lower right-hand corner. Then  enter  the following: Right, Right,
 Right, Down, Down, Down, then press A and B simultaneously.

To play as M. Bison:

 For player one, at the "Player Select" screen, press and hold down the
 top L button.  Then move the cursor over the "?" box in the lower left
 corner and  enter  the  following: Left, Left, Down, Down, Left, Down,
 Down, then  press  X and Y simultaneously.  For player  two, press and
 hold down the top L button.  Then put the  cursor  over the "?" in the
 lower right-hand corner of the  screen and enter the following: Right,
 Right, Down, Down, Right, Down, Down, then press A & B simultaneously.

To play as Dan:

 For player one, press and hold L and R. Then put the  cursor  over the
 "?" box in the lower left-hand  corner and  quickly  press Y, X, A, B,
 and Y. For  player  two, press and hold R or L and put the cursor over
 the "?" box in the lower left-hand  corner.  Then quickly press Button
 Y, X, A, B, and Y.

Tag-Team Match Against M. Bison:

 Start a  game  and  pick  "Arcade  Mode."  Player  One  should  do the
 following: Put the cursor on Ryu, hold down L and R, and press Up, Up.
 Release L and R and then  press Up, Up.  Then press X once, then Start
 twice. Player Two should do the following: Put the cursor on Ken, hold
 down L and R, and press Up, Up. Release L and R and then press Up, Up.
 Then press Z once, then Start twice. You should be at Chun-Li's "Great
 Wall" stage, but before the will be interrupted by M. Bison.  Now both
 of you take him on.
